Operations Section Chief

The Operations Section Chief (OSC) in the Incident Management System (IMS) is responsible for overseeing and directing all tactical operations at an incident. The OSC is instrumental in translating the Incident Action Plan (IAP) into actionable tasks and ensuring the execution of incident response objectives.

Key Responsibilities of the Operations Section Chief:

  1. Operational Oversight:
    • Directs and supervises all on-the-ground operations.
    • Ensures that tactical objectives are carried out safely, effectively, and in alignment with the IAP.
  2. Incident Action Plan (IAP) Implementation:
    • Reviews the IAP to understand objectives, strategies, and assignments.

    • Manages personnel and equipment within the Operations Section.

    • Identifies potential hazards and implements measures to mitigate risks.
  6. Coordination with Other Sections:
    • Collaborates with the Planning Section to provide updates on operational progress and resource needs.
    • Coordinates with the Logistics Section to ensure resources are available and positioned appropriately.
    • Works with the Finance/Administration Section to document resource use and costs.
  7. Situational Awareness:
    • Maintains a clear understanding of the incident's current status and anticipated developments.
    • Adjusts operations as necessary in response to changing conditions or new information.
  8. Problem Solving and Decision Making:
    • Resolves operational challenges in real-time.
    • Makes on-the-spot decisions to address emergent issues while keeping the Incident Commander informed.
  9. Operational Briefings:
    • Conducts operational briefings to inform responders about their assignments, objectives, and safety considerations.
    • Ensures clear communication of expectations and changes to operational plans.
  10. Documentation and Reporting:
    • Maintains accurate records of operational activities and accomplishments.
    • Provides regular updates to the Incident Commander on the status of operations.
  11. Demobilization:
    • Assists in developing and executing the demobilization plan.
    • Ensures resources are accounted for and properly released when they are no longer needed.
